Where to buy the Urbana card
You can buy your Urbana card at any of the Urbana machines, which are mostly located in the immediate vicinity of bus stops, at kiosks and newsagents’, at selected petrol stations and post offices, in several Mercator and Spar shopping centres, at the LPP Passenger Centre on 56 Slovenska Cesta in Ljubljana, at the Ljubljana bus station on 4 Trg OF, at the two tourist information centres, on 10 Krekov Trg and 2 Adamič-Lundrovo Nabrežje, as well as at any place with the Urbana logo (red circle inscribed with Urbana).
The opening hours of the LPP Passenger Centre on 56 Slovenska Cesta in Ljubljana are from Monday to Friday from 8:00 a.m. to 3:30 p.m, and on Wednesday from 8:00 a.m. to 5:00 p.m. The office is closed on Saturdays and Sundays. Their services include the sales of Urbana cards, the creation of term Urbana cards, ticket sales, time table information, etc.
The Ljubljana bus station opening hours for LPP bus tickets are from 6:00 a.m. to 8:00 p.m., including weekends and holidays. Their services include the sales of Urbana cards, the creation of term Urbana cards, ticket sales, time table information, etc.
Fare payment modes
You can pay your fare on a LPP bus by an Urbana card with preloaded credit and/or a term pass (you will not be able to pay the driver in cash) or with Urbana app. You can pay you fare in cash with the driver on a regional coach.
Loading credit on an Urbana card
You can load credit on your Urbana card wherever Urbana cards are sold. The maximum amount of credit on an Urbana card is EUR 50.00.
Free buss changes inside 90 minutes
When you have paid your fare by Urbana, you can change buses free of charge for 90 minutes after the initial validation. You must hold your Urbana card against a validating machine on your new bus, too (the system will not charge your card, however it will register the change). There are no free changes of city buses for regional coaches or vice versa.
Paying the bus fare by the Urbana card
Getting on a bus, hold your Urbana card next to one of the two validating machines. One of the machines is located next to the driver’s seat, and the other one is installed on a nearby pole in the immediate vicinity of the entrance. If the validation of your Urbana card is successful, the reader will show a green tick. If there is insufficient credit on your Urbana card or the system detects an irregularity, there will be a red cross. If there is no a green tick on the reader, the validating machine has not identified your card. In this event, hold the card against the validating machine for a few seconds. If there is still no a green tick visit our LPP Passenger Centre on 56 Slovenska Cesta, so that we can verify the functioning of the card and replace it, if necessary. After a successful validation, the system will charge your card a one way fare from the credit.
Fare payment for more than one passenger
You can use your Urbana card to pay fares for multiple passengers. Tell the bus driver the number of passengers you wish to pay the fares for, not counting yourself. For instance, if you wish to pay the fare for one extra passenger only, tell the driver that you will pay one fare. Hold your Urbana card against the validator, only after the driver has set the system to one additional passenger. By default, the system will charge the card for your fare as well as for the fare of the person accompanying you. When changing buses, just hold your Urbana card against a validator and move along through the vehicle (do not address the driver; if the driver should ask, tell him or her that you are changing buses).
How to acquire a general term Urbana card (monthly pass)
In order to apply for a general monthly pass, visit the LPP Passenger Centre on 56 Slovenska Cesta in Ljubljana or the Ljubljana bus station on 4 Trg OF. Bring an ID document. We can issue a general monthly pass for city or integrated transport (zone system) or regional transport.
How to acquire a subsidised student pass
Fill in the Subsidized Pass Application form. The form must be approved by your school. In the event that you reside in Slovenia for purposes of practical training within the framework of your studies, fill in the Practical Training Certificate form, also to be approved by your school, in addition to the Subsidized Pass Application form. To apply for a subsidised pass, visit the LPP Passenger Centre on 56 Slovenska Cesta in Ljubljana. Bring an ID document.
Fare payment controls on the bus
Fare payment controls are carried out by the control service. When asked by a controller, you must show your Urbana card for inspection. If your name is stated on the card, you may be required by a controller to show an ID as well. An Urbana name card may only be used by the card holder.
City and regional transport is free of charge for children up to 6 years old. This does not apply to organised groups of children in regional transport (organised transport of large groups of children is subject to payment).
LPP uses a zone transport system of city and integrated lines. The fare prices are determined according to the zone, in which we travel or into which we change. The zones on the zone map are colour-coded and numbered from 1 to 3.
If you travel in Ljubljana, it is considered that you are within Zone 1. If you travel from Ljubljana to Zone 2, you must choose Zone 2 on a validator machine upon boarding a Zone 2 bus before holding your card against the machine.
You are leaving Ljubljana or returning home, but there is still credit on your Urbana card
Unused credit remaining on your Urbana card cannot be cancelled. You can use the credit for your next visit to Ljubljana or places with LPP lines. No more than five years may pass before you use your card the next time, as the card credit will expire after that.
You have lost your Urbana card
If you have lost your name Urbana card, dial 386 (0)1 43 05 177 at the LPP Passenger Centre on 56 Slovenska Cesta in Ljubljana to enquire whether it has been found. Also, visit the Passenger Centre to order a new copy of the card.
Smart phone Urbana app
You can download the Urbana application onto your smartphone from Google Play (for the Android operating system) or the App Store (for the iOS operating system). This app serves as a replacement for the physical Urbana card. To find the app in the online store, enter the keyword "Urbana" into the search bar.
Through the Urbana mobile app, you can load credit, purchase a monthly basic school ticket, a monthly or yearly transferable ticket, as well as a monthly and yearly general ticket for transportation within the LPP tariff system zone. However, it's not possible to load term-based IJPP tickets onto the Urbana mobile app. Bluetooth must be enabled for the mobile app to function in the following cases:
- Payment for bus transportation
- Opening barriers at JP LPT d.o.o parking lots
- When using the Urbana tourist card.

General Terms and Conditions for the use of the Urbana Mobile Application
The General Terms and Conditions for the use of the Urbana mobile application (hereinafter: the "General Terms and Conditions") have been drawn up in accordance with the Consumer Protection Act, the Consumers Protection against Unfair Commercial Practices Act, the Electronic Communications Act, the Electronic Commerce Market Act, the Personal Data Protection Act and the General Data Protection Regulation (GDPR), and they set out the operation of the mobile application and regulate the business and relations between JAVNO PODJETJE LJUBLJANSKI POTNIŠKI PROMET, d.o.o. as the provider or manager of the mobile application and the users/buyers.
In addition to the applicable legislation and these General Terms and Conditions, the use of the mobile application is also governed by the General Transport Terms and Conditions - City Transport (for the transport of passengers and luggage in urban public regular passenger transport) and the General Transport Terms - intercity, unless otherwise stated in these General Terms and Conditions. In the event that the General Transport Terms and Conditions - City Transport (for the transport of passengers and luggage in urban public regular passenger transport) or the General Transport Terms and Conditions - Intercity and these General Terms and Conditions are not harmonised, these General Terms and Conditions shall apply for the use of the mobile application.
The General Conditions for the use of the Urbana Mobile Application and any amendments or supplementations thereto shall also be published on the website of the application provider before they enter into force.
The mobile application is managed by JAVNO PODJETJE LJUBLJANSKI POTNIŠKI PROMET, d.o.o., Celovška cesta 160, 1000 Ljubljana, ID for VAT No.: SI66742790 (hereinafter: the Provider and/or LPP d.o.o.). More about the Provider and the Provider's business card is available on website and at the end of these General Terms and Conditions.
Urbana mobile application
The Urbana Mobile Application is a result of cooperation between the Municipality of Ljubljana and Javni Holding Ljubljana to offer users access to selected services and information within the Municipality of Ljubljana. Providers of services are JAVNO PODJETJE LJUBLJANSKI POTNIŠKI PROMET, d.o.o. (hereinafter: LPP d.o.o.), Javno podjetje Ljubljanska parkirišča in tržnice d.o.o. (hereinafter: LPT d.o.o), Turizem Ljubljana, EUROPLAKAT d.o.o. (hereinafter: Bicikelj), Ljubljana City Library (hereinafter MKL) and other providers in the fields of gastronomy, shopping, relaxation, entertainment, etc.
The Urbana mobile app can be installed on mobile phones running Android 6.0 or later or iOS 13.0 or later. Bluetooth must be switched on to pay for transport on buses, to open the lock at car parks of the Public Company for Ljubljana’s Parking Facilities and Marketplaces, to use the tourist card, etc.

Additional functionalities within the application
- Virtualisation and devirtualisation of Urbana name cards (transfer of the physical card to the mobile and transfer back to the physical card). When the physical card is transferred to the mobile card, all rights and the funds are transferred to the mobile application and the physical card becomes inactive. Devirtualisation of the mobile card transfers all rights and funds back to the physical card. The physical card will be reactivated within 24 hours.

Note: Pupil and student IJPP tickets and tickets for the unemployed are not available for purchase.
Monthly tickets for the current month can be purchased up to and including the 20th of the month. After that date, the monthly ticket for the current month can be bought at the LPP Passenger Centre at Slovenska c. 56 in Ljubljana, at the bus station at Trg Osvobodilne fronte 4 in Ljubljana and at the point of sale at Cankarjev trg 4 in Vrhnika.
The condition for purchasing season tickets (monthly, annual) is that the user/buyer has a season ticket with the appropriate status (general, primary school pupil) added in the mobile application and the user can add them in 2 ways:
- Within the app, select the option Upload card to app and follow the procedure. By uploading the physical Urbana card to the mobile app, your physical Urbana card will temporarily cease to function;
- Users who do not yet have a physical Urbana card must visit the LPP Passenger Centre at Slovenska cesta 56 in Ljubljana, where a mobile Urbana name card with a specific entitlement will be created for them and automatically transferred to the user's mobile application.
Note: It is not possible to add IJPP tickets (pupil and student IJPP tickets, free IJPP tickets for pensioners for urban and intercity passenger transport and other IJPP tickets) to the Urbana mobile app.
Operation of the Urbana app when changing phones
After entering an e-mail address, the application offers the user the possibility to transfer funds from the old Urbana mobile. The e-mail address must be the same as the one used on the previous phone, otherwise a request for the transfer of funds must be sent to the following e-mail address firstname.lastname@example.org.
Protection of personal data
Personal data of the users/buyers is protected at all times from loss, destruction, falsification, manipulation and unauthorized access or unauthorized disclosure by third persons. Personal data collected for the purpose of making a purchase within the mobile application shall be used solely for the purpose of making the purchase or order.
In the event of non-use of the Urbana mobile app, a data deletion procedure will be initiated 7 years following the last use (the deletion procedure lasts up to 90 days).
For the purposes of the provision of services, LPP may, in the events and to the extent required for the transfer of (personal) data, transfer such data to other users (e.g. official authorities that have legal basis for the request).
LPP accepts no liability for any unauthorised use of the user's smart mobile device.
Information required for user/buyer registration
- First and last name and date of birth (only in the event of using a named season ticket). To use a named season ticket, the user must first obtain the right to use that ticket from the LPP Passenger Centre and prove his/her identity with an identity document.
- E-mail address
Upon registration, it is mandatory to agree to the General Terms and Conditions for the use of the mobile application, which the user/buyer confirms by ticking the check box "Rules and Conditions".
Deletion of user account (registration) and change of e-mail address.
The user shall send a request for cancellation of the user's account or change of e-mail address to the following e-mail address: email@example.com. The request for cancellation of the account or change of e-mail address must be sent from the e-mail address from which the registration or login was made. The user's personal data will be deleted or the e-mail address changed within 15 (fifteen) days of receipt of the request, of which the user will be notified by e-mail.
- All prices of products offered by LPP within the Urbana mobile application are published on the LPP d.o.o. website and in the Urbana mobile application when selecting a product.
- All prices are in Euros and include VAT. Value added tax on the purchase of monthly and annual tickets is 9.5%, VAT is not charged on top-up services (VAT is only charged once the service has been provided, i.e. in the event of purchase/payment of a ticket on the bus, in the event of payment for packaging services, etc.).
Purchasing with payment cards is secure in the Urbana mobile app. The Urbana mobile app is equipped with the advanced MasterCard SecureCode and Verified by the Visa systems. LPP d.o.o. is part of the 3D Secure programme (international security standard for card holder authentication for on line payments) and is thus protected from abuse under the rules of the card systems.
A request to debit the card will be sent to the bank once the purchase of products has been initiated. The buyer's payment card will be debited immediately after the confirmation of the purchase. The currency of payment is subject to agreement between the buyer and the bank.
With the Valú service
The use of Valú Moneta as a payment method is available to users of Telekom Slovenija, A1 and BOB. The transfer of credit to the Urbana app is also possible via the Valú app (Valú Wallet). The use of the Valú service is charged in accordance with the price list of the mobile operator providing the stated service.
- The Provider (LPP d.o.o.) reserves the right to refuse a purchase in the event that the user/buyer is not entitled to a specific ticket, if the mobile Urbana he/she wishes to top up is cancelled, permanently inactive or blocked.
- Topping up a mobile Urbana with a credit and/or a season ticket may be made and paid for by the user/buyer via the Urbana mobile application, provided that it is functional.
- Before completing the purchase of a season ticket or the purchase of a credit, the user/buyer, by clicking on the "Confirm Purchase" button, agrees that the purchase is an order with payment obligation and confirms that, prior to the purchase, the user/buyer has read the content of the General Terms and Conditions for the use of the mobile application and the price list of the products and accepts and agrees to them.
- Upon receipt of the purchase price, the purchase will be completed and the purchase confirmation will be visible in the history menu.
Users can make a purchase on the Urbana mobile app 24 hours a day, every day of the week.
Cancellation of purchase
Purchases made via the mobile app can be cancelled by the user/buyer at no additional cost until payment has been confirmed.
Refund of balance
Cancellation or refund of the credit from the Urbana mobile application is possible only in cash at the LPP Passenger Centre at Slovenska cesta 56 in Ljubljana, within 5 years (general statute of limitations) from the last use of the mobile application in the Urbana system.
Saving the order or contract
The sales contract (order) is stored electronically on the Provider's server (LPP d.o.o.) and is accessible to the user/buyer at any time in his/her user profile. The Provider (LPP d.o.o.) suggests that the user/buyer print out or save a copy of the concluded contract (order) or a copy of the concluded contract (order) on his/her own durable medium, as the Provider (LPP d.o.o.) cannot store such documents indefinitely due to possible technical limitations or system errors, as well as due to the legal provisions on data retention.
When paying with payment cards, no data is recorded on the server of the Provider (LPP d.o.o.). The data will only be accessible to the bank, its processing centre and the user/buyer, unless otherwise required by mandatory regulations.
Withdrawal from the contract and exercise of the right to claim
The user/buyer agrees that upon purchase of the products (monthly ticket) he/she loses the right to withdraw from the contract. Once a product has been purchased, cancellation or transfer of products to the following month or refund of the purchase price is not possible.
Refunds for annual tickets can be made at an LPP Passenger Centre. Prior to this, the annual ticket must be transferred from the mobile app to the physical Urbana card. Full refund of the purchase price is possible if the annual ticket has not yet been used. In the event the annual ticket is used on board, a pro-rata refund will be made for the unused transport, reduced by the cost of refunding the annual ticket according to the latest valid price list for urban and integrated passenger transport.
Any possible problems with the use of products already paid for on the carrier's vehicles or other terminal infrastructure of the Urbana system shall be reported in writing by the buyer at firstname.lastname@example.org.
The Parties shall endeavour to resolve any possible disputes amicably. If this is not possible, the dispute will be resolved by a competent court in Ljubljana having jurisdiction over the subject matter of the dispute.
Alternative dispute resolution is regulated by the Out-of-Court Settlement of Consumer Disputes Act (ZIsRPS), which the Parties shall resolve through an out-of-court consumer dispute resolution provider (ADR). The user/buyer voluntarily decides whether to initiate the procedure with the ADR and the Provider (LPP d.o.o.) voluntarily decides whether to participate in the procedure.
The Provider (LPP d.o.o.) guarantees that every purchase made via the Urbana mobile app is secure. All confidential data transmitted on line (personal data, purchase data and payment card numbers) is properly encrypted and cannot be read by third parties.
To maximise the security of the transfer, the Urbana mobile app uses mechanisms used by banks, financial institutions and the best on line shops.
All communication between the web browser and the website is done via the HTTPS protocol, which means that all data is properly encrypted - signed with the website's certificate.
Authorisations and payment card transactions are carried out via the authorisation centre of the bank with which the Provider (LPP d.o.o.) has a contract for card payments. Credit card authorizations are carried out in real time by immediate verification of data in the banking system.

Before or at the latest upon the purchase in the Urbana mobile application, the Provider (LPP d.o.o.) suggests that the user/buyer prints or saves these Terms and Conditions on a suitable durable medium of his/her own.
The General Terms and Conditions for the use of the Urbana mobile application shall enter into force on the day following their publication, i.e. on 29 November 2023. LPP reserves the right to amend these General Terms and Conditions at any time, informing Users of the intended amendments to these General Terms and Conditions and its components on the Urbana mobile application and on the website. This fulfils the obligation of notification about the amendment.

BASIS FOR PROCESSING PERSONAL DATA
We process personal data on the basis of: consent, conclusion or performance of contracts, legal obligation, protection of the vital interests of the data subject, performance of a task carried out in the public interest, legitimate interest of the controller or of third parties.
STORAGE PERIOD OF PERSONAL DATA
Storage period of personal data depends on the purpose for which they were collected. The data shall be kept for as long as necessary to achieve the purpose for which they were collected or further processed or until the expiration of the limitation periods for fulfilment of the obligation or the statutory storage period.
TRANSPORT OF PASSENGERS IN CITY TRANSPORT, INTERURBAN TRANSPORT AND INTEGRATED LINES WITH THE URBANA CARD AND IJPP ((integrated public passenger transport) TICKETS
In order to provide transport services to passengers using the Urbana card in city transport, interurban transport and integrated lines, LPP d.o.o. processes your data on the basis of a mutual contractual relationship and/or on the basis of legal provisions by which an individual acquires the right to transport, as well as other rights directly and indirectly related to this activity.
LPP d.o.o. processes your data for the purpose of issuing Urbana named tickets, making and issuing named term tickets, resolving complaints, calculating subsidies and checking eligibility for transport and other services related to the Urbana card.
Other information regarding the processing of personal data in city transport, interurban transport and integrated lines with the Urbana card and IJPP tickets can be obtained by stakeholders on the official website of LPP d.o.o. under general conditions of transport and online terms and conditions of sale.
PROCESSING OF PERSONAL DATA ON THE BASIS OF PUBLIC POWERS AND LEGAL OBLIGATIONS
Within the scope of its registered activity and on the basis of the public powers granted, LPP d.o.o. also processes personal data for the purpose of carrying out the activities of roadworthiness tests, type approval of vehicles and inspection of the recording equipment. The purpose of the processing of personal data in the context of roadworthiness tests and type approvals is to carry out vehicle registration procedures, to determine the validity of roadworthiness tests, to issue certificates of conformity of vehicles, to authorise the conversion of vehicles, to issue duplicate certificates of conformity, to grant the status of vintage vehicle, to issue data plates, to issue decisions in the administrative procedure for the re-assignment of the VIN and to establish the ownership of the vehicle.
The business cooperation also includes individual tasks relating to the processing of personal data entrusted by contract to the registered processor for the purpose of concluding and implementing insurance contracts in the name and on behalf of insurance companies.
PROCESSING OF YOUR PERSONAL DATA ON THE BASIS OF YOUR EXPLICIT CONSENT
We may also process your personal data on the basis of your explicit consent given to us for specified purposes. Such consent may relate to the receipt of e-newsletters to inform you of news, offers, general information related to the business, events, prize draws and other topical issues, business information and analysis of the reading of the content sent to us for our own purposes, for which we need your name, surname and e-mail address.
We also process data for the purpose of checking and verifying bookings for roadworthiness test and for the purpose of applying discounts, based on your explicit consent. The personal data we need for this purpose are: Name and surname, email address, make of car and if the individual wishes, they can also provide the registration number of the vehicle.
You can withdraw or modify this explicit consent at any time in the same way as you gave it or unsubscribe from the newsletter via the link following each message. The withdrawal or modification of consent applies only to personal data processed on the basis of your explicit consent. The possibility to withdraw consent shall in no case constitute a right of withdrawal on your part in a valid contractual relationship with the controller.
USERS OF YOUR PERSONAL DATA
The users or processors of your personal data in the Company are authorised persons who process personal data on the basis of a signed personal data protection declaration. In addition to the authorised persons of the Company, your data is also used or processed by various ministries, agencies and insurance companies on the basis of legal authorisations.
The maintainers of various systems, platforms and applications used to process your personal data may also have access to your personal data.
The Company has concluded appropriate personal data protection agreements with all of these stakeholders.
TRANSFER OF DATA TO THIRD COUNTRIES OR INTERNATIONAL ORGANISATIONS
LPP d.o.o. does not transfer any personal data to a third country (a country outside the European Union) or to an international organisation.

In accordance with the applicable European and Slovenian regulations, we guarantee you the following rights with regard to privacy and protection of personal data:
- the right to be informed about the processing of your personal data;
- the right of access to personal data, which means that you have the right to obtain confirmation from us, as the controller, as to whether personal data concerning you are being processed and, where this is the case, access to such personal data and additional information (purpose of the processing, types of personal data, users of the data, existence of a right of appeal and possibility of complaint, sources of the data, possible existence of automated decision-making or specific profiling);
- the right to provide you, as the controller, with a copy of the personal data being processed, where there is a legitimate interest in doing so;
- the right to rectification, which means that you have the right to obtain from us, as the controller, the rectification of inaccurate personal data concerning you without undue delay. You also have the right to have incomplete personal data completed, including by means of providing a supplementary statement, taking into account the purposes of the processing;
- the right to erasure, which means that you have the right to have us, as the controller, erase personal data relating to you without undue delay if the prescribed conditions are met (processing is no longer necessary, withdrawal of consent and no other legal basis, reasoned objection, unlawful processing, erasure on legal grounds, etc.);
- the right to restriction of processing means that you can obtain a restriction of the processing of your data by us as controller if you contest the accuracy of the data or if you have lodged an objection or if the processing is unlawful or if the processing is no longer necessary for us as controller but is necessary for you as an individual to assert, exercise or defend legal claims;
- the right to be informed about the rectification or erasure of, or the restriction of processing of, your personal data insofar as such data have been transferred to another user or processor, unless this proves impossible or involves a disproportionate effort;
- the right to data portability means the right to receive personal data relating to you that you have provided to us as controller in a structured, commonly used and machine-readable format and the right to forward this data to another controller without any hindrance where the processing is based on consent or contract and the processing is carried out by automated means;
- the right to object means that you can object at any time to certain types of processing of your personal data (public interest, legitimate interest of the controller, marketing purposes), and as the controller we must demonstrate legitimate interests for the processing or to stop the processing;
- the right concerning automated processing and profiling means that you are not subject to a decision based solely on automated processing, including profiling, which has legal or similar effects concerning you, unless it is strictly necessary, mandatory or you consent to it.
The data subject shall exercise the rights set out above by submitting a written request to email@example.com or to the controller’s address, marked „Personal data - for the DPO“.
The controller will provide information on the measures related to the processing of your personal data taken at your request, in accordance with Articles 15 to 22 of the GDPR, without undue delay and in any event within one month of receipt of the request. Exceptionally, this period may be extended by up to two additional months if necessary, taking into account the complexity and number of requests received. In such a case, we will inform you of the extension within one month of receipt of the request, together with the reasons for the delay. If you submit your request electronically, we will provide the information in the same format where possible unless you request otherwise.
Should a personal data breach occur and where the breach is likely to result in a high risk to your rights and freedoms, we will notify you without undue delay that a personal data breach has occurred.
When exercising all your rights or obtaining additional information or clarifying dilemmas, you will be assisted by our Data Protection Officer, who is available to you personally at the headquarters of the company Celovška cesta 160, and via e-mail: firstname.lastname@example.org.
If you believe that your rights or the personal data protection regulations have been violated, you can file a complaint with the Slovenian Information Commissioner at the address Dunajska cesta 22, 1000 Ljubljana or by e-mail: email@example.com.
